A shadow has fallen over the world of international drug trafficking with the sentencing of Tse Chi Lop, a 62-year-old once known as the kingpin of the Sam Gor syndicate. After years of evading justice, Lop has been handed a 16-year prison sentence in Australia, a consequence of his guilty plea to conspiracy to traffic methamphetamine between 2012 and 2013.

The downfall began with Operation Volante, a meticulous investigation launched by the Australian Federal Police in 2012. He initially found himself entangled with the Canadian Mafia, acting as a crucial link in smuggling heroin from Southeast Asia to the streets of New York. This early involvement led to his arrest in the U.S. in 1998 and a subsequent nine-year prison sentence.

Even while incarcerated, Lop attempted to reshape his narrative. He sought a transfer to a Canadian prison, citing family obligations – aging parents and a child with medical needs – and a desire to lead a legitimate life, even dreaming of opening a restaurant. His request was denied, and upon his release in 2006, he vanished from Canada, setting the stage for his ascent to power in the Asian drug trade.

The Sam Gor syndicate, under Lop’s direction, wasn’t built on brute force alone. It was a masterful orchestration of connections – forging alliances with armed groups in Myanmar, leveraging his deep roots within Chinese triads, and establishing sophisticated networks for money laundering. The United Nations Office on Drugs and Crime estimates the syndicate generated staggering annual revenues, ranging from $8 billion to $18 billion.

A key figure in Lop’s operation was Khamla Wong, a British Columbia resident with ties to the United Nations gang. Wong’s arrest in Taiwan in 2021 was directly facilitated by information provided by the AFP, highlighting the international cooperation crucial to dismantling the syndicate. While Wong remains uncharged in Australia, his connection to Lop underscores the reach of the criminal network.
