Mark Carney is heading to Washington, not for a meeting at the White House, but for the World Cup draw – a seemingly unrelated event that presents a critical opportunity. As a leader of a host nation for the upcoming tournament, alongside the United States and Mexico, Carney will find himself in close proximity to Donald Trump, a chance encounter he must strategically leverage.

The event at the Kennedy Center offers more than just a ceremonial appearance. Brief meetings are confirmed with both Trump and the Mexican leader, Claudia Sheinbaum. These moments, however fleeting, represent a vital window to address stalled trade negotiations and avert a potentially damaging outcome for Canada’s economy.

The current trade landscape is precarious. Trump has openly questioned the future of the USMCA agreement, suggesting it may simply expire or be replaced with a new deal. His rhetoric, while familiar, carries a renewed sense of urgency, signaling a willingness to reconsider the existing framework.

A gesture of goodwill could involve reinstating access for American alcohol to Canadian markets. While requiring coordination with provincial leaders, this demonstrates a willingness to compromise and build positive momentum. It’s a tangible step that signals a shift in approach.

On the automotive front, a commitment to increase the percentage of American-made parts in Canadian vehicles, in exchange for the removal of tariffs, offers a practical solution. This is an achievable goal for the industry and a win-win for both nations.

Ending the political maneuvering surrounding the F-35 fighter jet is crucial. An unequivocal commitment to purchase the aircraft would demonstrate seriousness and reliability, bolstering trust and facilitating progress in trade talks. National security and economic interests are intertwined here.

Fast-tracking the development of critical mineral facilities in Ontario, Alberta, and Quebec, with preferential access for American companies, could be a powerful incentive. However, this must be integrated into a broader trade deal that avoids the imposition of tariffs, ensuring a balanced outcome.

Addressing concerns from the American tech sector regarding Canada’s Online Streaming Act and other policies is also essential. Demonstrating a willingness to collaborate and find common ground on digital issues will foster a more constructive dialogue.

The reality is Canada cannot afford to sever ties with the United States. While diversifying trade relationships is important, replacing the economic partnership with its closest neighbor is unrealistic. Leaning into the existing rapport between Carney and Trump, and presenting a concise, compelling proposal, is the most pragmatic path forward.

The stakes are high. Canadian jobs and economic stability depend on securing a favorable trade outcome. Carney’s brief encounter in Washington represents a pivotal moment, a chance to steer the relationship towards a prosperous future and avoid the uncertainty of a fractured trade landscape.
