A tense House Homeland Security hearing erupted into controversy when the committee’s ranking Democrat characterized the shooting of two West Virginia National Guardsmen as an “unfortunate accident.” The incident, which claimed the life of Specialist Sarah Beckstrom and gravely wounded Specialist Andrew Wolfe, occurred on Thanksgiving Eve, allegedly at the hands of Rahmanullah Lakanwal, an Afghan refugee.

The exchange began during a discussion on “Worldwide Threats to the Homeland.” Representative Bennie Thompson, after questioning the FBI about Antifa, turned to Homeland Security Secretary Kristi Noem, referencing the shooting. He framed the event as an “unfortunate accident,” prompting an immediate and forceful rebuke from the Secretary.

“You think that was an unfortunate accident?” Noem retorted sharply. “It was a terrorist attack.” The Secretary’s direct response visibly startled Thompson, who then sought clarification on who had approved Lakanwal’s vetting process, attempting to steer the focus towards responsibility for the refugee’s entry into the country.

Noem countered that Lakanwal arrived as part of “Operation Allies Welcome” and “Operation Allies Refuge,” programs initiated under the Biden administration, but built upon vetting processes established by her predecessor. She emphasized that the Biden administration failed to conduct required annual check-ins, despite claiming thorough vetting procedures were in place.

The debate escalated as Thompson repeatedly pressed for the identity of the individual who ultimately approved Lakanwal’s asylum application. He even suggested the possibility of perjury if Noem’s account differed from his belief that the Trump administration had granted the initial approval, a claim later supported by reporting from CBS News.

Noem argued that the Biden administration leveraged existing vetting information – originally used to assess Lakanwal’s suitability to serve alongside U.S. forces in Afghanistan – as justification for his entry into the United States. She asserted that adherence to standard operating procedures for special immigrant visas would have prevented his arrival.

The heated exchange culminated in a visible outburst from Representative Andy Ogles IV, who vehemently objected to Thompson’s characterization of the shooting as an “unfortunate incident,” calling it a “murder” and labeling the comment “disrespectful.” The Chairman swiftly ruled Ogles’ remarks out of order, restoring a semblance of control to the proceedings.

The incident laid bare deep partisan divisions regarding immigration policy, national security, and the responsibility for vetting individuals admitted into the country. The tragic loss of Specialist Beckstrom and the severe wounding of Specialist Wolfe served as a stark backdrop to the contentious questioning and accusations leveled during the hearing.

The core of the disagreement centered on the extent of vetting conducted and the accountability for allowing an individual, later accused of a violent act, to enter the United States. Both sides fiercely defended their positions, highlighting perceived failures in the system and assigning blame for the devastating outcome.
