A looming deadline and a staggering P6.793 trillion national budget for 2026 have sparked urgent warnings from budget watchdogs. Concerns are mounting that a rushed process in Congress could open the door to unchecked amendments and hidden insertions, jeopardizing transparency and potentially fueling corruption.

Experts fear the compressed timeline prioritizes political maneuvering over genuine development. Adolfo Montesa, advisor for the People’s Budget Coalition, expressed concern that substantive debate will be sacrificed, creating an environment ripe for questionable compromises. The pressure to finalize the budget quickly is immense.

For the first time, lawmakers are livestreaming the bicameral conference committee deliberations, a direct response to public outcry following recent corruption scandals involving flood control projects. This move towards transparency, however, is viewed with cautious optimism, as the clock continues to tick.

Governance watchdog G-Watch emphasizes the critical need to maintain integrity and accountability throughout the process. While acknowledging the urgency – a reenacted budget is undesirable – they stress that speed cannot come at the expense of careful scrutiny. President Marcos himself has threatened a veto if unauthorized changes are made.

Political science professors warn that a hurried schedule dramatically increases the risk of errors and unnoticed insertions. Ederson Tapia of the University of Makati points out that even lawmakers may struggle to fully grasp the implications of last-minute changes. True transparency demands rigorous examination, not a rushed approval.

The public is urged to remain vigilant, actively monitoring the budget for potentially problematic projects. Anthony Borja of De La Salle University highlights the need to identify initiatives that could be exploited for patronage or personal gain. Constant oversight is essential.

Congress aims to finalize the 2026 budget this week, with ratification expected by December 22nd, and presidential signature by December 29th. This aggressive schedule leaves little margin for error and intensifies the pressure on lawmakers to deliver a responsible and accountable budget.

Amidst these broader concerns, the bicameral committee has approved a combined P214.39-billion budget for the Department of Agriculture (DA) and its attached corporations – a 1.9% increase over the initial proposal. This represents a significant investment in the nation’s food security.

A substantial P33 billion is earmarked for the repair, rehabilitation, and construction of farm-to-market roads, shifting responsibility for these projects from the Department of Public Works and Highways to the DA. This move aims to improve infrastructure in key agricultural production areas.

The budget includes a P10-billion allocation for Presidential Assistance to Farmers and Fisherfolk, designed to support approximately 1.43 million individuals vulnerable to weather-related disruptions and economic instability. Recognizing the precarious nature of their livelihoods is paramount.

Significant increases were also approved for the Philippine Carabao Center and the National Dairy Authority, bolstering support for livestock development and the school-based feeding program. These investments reflect a commitment to improving nutrition and agricultural productivity.

However, the budget for government corporations under the DA was reduced, largely due to the removal of funding for postharvest facilities linked to the pending Rice Industry and Consumer Empowerment Act. This highlights the interconnectedness of budgetary decisions and legislative progress.

Concerns remain regarding the DA’s capacity to effectively implement infrastructure projects, with some lawmakers noting a critical shortage of personnel within the Bureau of Agricultural and Fisheries Engineering. Strengthening the department’s workforce is crucial for successful execution.
