A critical warning has been issued regarding fraudulent schemes targeting hopeful pilgrims preparing for the sacred Hajj journey to Mecca. The Securities and Exchange Commission (SEC) is alerting the public to entities falsely offering complete Hajj packages, preying on the faith and dreams of those seeking to fulfill a religious obligation.

These deceptive operations advertise comprehensive packages – including flights, lodging, ground transportation, essential visas, and even tent accommodations in Mecca – through a variety of channels. They establish a facade of legitimacy using physical storefronts, polished websites, and active social media profiles, all while collecting substantial funds from unsuspecting individuals.

The SEC stresses a vital point: under Philippine law, specifically Republic Act No. 9997, the sole authority to manage all aspects of the Hajj pilgrimage rests with the National Commission on Muslim Filipinos (NCMF). Their Bureau of Pilgrimage and Endowment is the only legally empowered body to oversee this deeply significant journey.

The NCMF’s role extends to establishing clear guidelines for document processing and ensuring fair, reasonable fees are charged to pilgrims. This framework is designed to protect those undertaking this spiritual voyage and guarantee a transparent process.

Pilgrims retain the right to independently select their preferred travel agencies and airlines for transportation to and from Saudi Arabia. This freedom of choice is a key component of the regulated process, ensuring pilgrims aren’t locked into unfavorable arrangements.

However, the SEC firmly clarifies that travel agencies are *not* authorized to create, operate, or sell complete Hajj packages. Their permitted function is strictly limited to selling airline tickets for the journey between the Philippines and Saudi Arabia – nothing more.

Currently, proposals to privatize aspects of the Hajj pilgrimage are still under consideration by the Philippine Congress. Until these proposals are enacted into law, private agencies remain prohibited from processing, managing, or administering any part of the Hajj package itself.

The SEC urges anyone encountering unauthorized entities offering Hajj packages to immediately report them to law enforcement. Complaints should be filed with agencies like the National Bureau of Investigation (NBI) or the Philippine National Police, potentially leading to criminal prosecution of the perpetrators.

While the SEC has issued this warning, it has not publicly identified the specific entities involved in these fraudulent activities, emphasizing the need for vigilance and proactive reporting from the public.
