The core of the change lies in a hiring cap. Government bodies are now restricted to maintaining the same number of contractual employees and job order workers as they had at the close of 2025 – effectively pausing expansion in these roles.

This isn’t a complete halt to temporary work. Agencies retain the ability to enter into new individual contracts and renew existing ones, but only until the end of the year. The directive provides a defined window for continued, albeit limited, engagement.

The scope of these rules is broad, encompassing national government agencies, state universities, government-owned corporations with original charters, and constitutional bodies. This represents a substantial portion of the public sector workforce.

Notably, local government units are excluded from these restrictions, as are those workers funded through specific engineering and administrative overhead allocations. This targeted approach acknowledges differing operational needs.

Beyond simply limiting hiring, the directive compels agencies to undertake a thorough reassessment of their staffing needs. They are tasked with developing comprehensive “Optimization Plans” designed to streamline operations and maximize efficiency.

A key component of these plans involves evaluating current contractual workers for potential conversion to permanent, “plantilla” positions. This offers a pathway to stability for those already contributing to government service.

The new guidelines also address worker welfare, outlining provisions for ancillary benefits and establishing clear reporting requirements. Agency heads are directly responsible for ensuring these standards are upheld.

This move signals a broader effort to modernize and refine the government’s approach to personnel management, balancing the need for flexibility with the importance of a stable and secure workforce.
