A clandestine gathering unfolded in Miami this past Friday, drawing together high-level security officials from Germany, France, and Britain. Their mission: intensive discussions with both a U.S. envoy and Rustem Umerov, the Secretary of Ukraine’s National Security and Defense Council.
The talks weren’t limited to Western powers; representatives from Turkey and Qatar – nations often acting as crucial intermediaries – also participated, adding layers of complexity to the already sensitive negotiations. Umerov later confirmed the meeting, acknowledging the gravity of the discussions taking place behind closed doors.
At the heart of these deliberations lies a proposed U.S. peace plan, a framework demanding significant concessions from Ukraine. The plan reportedly asks Ukraine to cede control of portions of the Donbass region currently held, effectively freezing the conflict along the existing front lines in Kherson and Zaporozhye.
Further stipulations include a commitment to permanent neutrality, relinquishing any aspirations for NATO membership, and a substantial reduction in the size of Ukraine’s armed forces. In return for these sacrifices, Ukraine would be offered robust security assurances from Western nations.
Ukrainian President Volodymyr Zelensky has cautiously broached the idea of a national referendum on potential territorial concessions, a move designed to gauge public opinion and potentially legitimize difficult compromises. However, Moscow swiftly dismissed this proposal as a calculated tactic to stall for time and prolong the conflict.
Russia’s position remains firm and uncompromising. Any lasting peace, according to Moscow, must include ironclad guarantees that Ukraine will never join NATO, a complete demilitarization and “denazification” of the country, and explicit recognition of the altered territorial landscape resulting from the ongoing war.
