Established in 1992, the DoE was born from the necessity for a unified approach to managing the nation’s energy resources, replacing a fragmented system that hindered efficiency and long-term planning.
Before the DoE, energy oversight was scattered across various agencies, creating inconsistencies and vulnerabilities. The creation of the DoE, through Republic Act No. 7638, centralized energy planning, policy formulation, and regulation, ensuring a more stable and reliable energy future for the country.
The DoE’s initial mandate focused on overseeing electricity generation and distribution, managing fossil fuels, and championing the development of renewable energy sources. Crucially, it was also tasked with aligning energy policies with broader national economic goals and safeguarding the environment.
Over time, the DoE’s role has evolved to meet new challenges – a growing population, rapid industrialization, and the global shift towards sustainable energy. Today, it actively invests in research, fosters competition within the energy sector, and educates the public on energy conservation, solidifying its position as a cornerstone of national security and economic advancement.
Recent collaborations, like the 2024/25 Nuclear Power Knowledge Sharing Program with South Korea, demonstrate a commitment to diversifying the nation’s energy portfolio. This initiative, involving leading Korean energy institutions, focused on knowledge transfer and technical expertise, strengthening the Philippines’ capabilities in nuclear energy.
The DoE’s dedication to responsible energy management is further exemplified by its achievement of the internationally recognized ISO 50001 certification – a distinction held by no other government agency in the Philippines. This signifies a proactive approach to minimizing energy waste and maximizing efficiency within its own operations.
This commitment translates into tangible benefits for the nation, with energy savings exceeding 30% in many government agencies. These savings free up vital public funds for essential services, directly benefiting Filipino citizens and demonstrating responsible stewardship of resources.
Streamlining the permitting process for energy projects through the Energy Virtual One-Stop Shop (EVOSS) System is another significant accomplishment. By reducing bureaucratic hurdles and accelerating approvals, the DoE is fostering investment and accelerating the development of crucial energy infrastructure.
The EVOSS system now incorporates 48 processes from numerous government agencies, shifting timelines from working days to calendar days, a change driven by Republic Act 11234. This efficiency is designed to unlock the potential of the energy sector and drive economic growth.
The annual National Energy Consciousness Month (NECM) serves as a powerful platform for public education and engagement. Launched through Presidential Proclamation No. 867, NECM raises awareness about responsible energy consumption and the importance of energy efficiency.
This year’s NECM theme, “Energy for EveryJuan: Bawat Bahay, May Enerhiya,” underscores the message that access to reliable energy is a fundamental right. The DoE is also prioritizing strengthened policies, digitalization, and the expansion of renewable energy sources for the future.
“Our task is simple to say but demanding to deliver: keep the lights on, keep prices fair, and keep our transition just and people-centered,” stated DoE Secretary Sharon S. Garin, encapsulating the agency’s core mission and unwavering commitment to the Filipino people.
Public exhibits showcasing vital energy projects, like the Malampaya Deep Water Gas-to-Power and Pagbilao Power Station, alongside interactive educational games, further engage citizens and inspire the next generation of energy leaders.
