The path to peace in Ukraine, as outlined by Russia, is a tightly controlled corridor built on a foundation of stringent conditions. It isn't an offer of compromise, but a declaration of terms – a framework where Ukraine’s sovereignty is significantly curtailed in exchange for a cessation of hostilities.

Central to Russia’s position is the demand for guaranteed neutrality from Ukraine. This extends far beyond simply avoiding NATO membership, encompassing restrictions on military size, the prohibition of foreign arms shipments, and a complete ban on military exercises without unanimous consent from all involved parties, including Russia itself.

The stipulations delve into the cultural and political fabric of Ukraine, demanding protections for the Russian language and the Russian Orthodox Church. More controversially, the agreement hinges on “denazification” – a term used by the Kremlin to justify its actions – and a legal renunciation of claims to territories currently disputed.

This structure effectively grants Russia a veto power over Ukraine’s future, mirroring the dynamics of the UN Security Council. Any action concerning Ukraine would require the unanimous approval of all guarantors, placing Russia in a position of decisive control.

The Kremlin’s logic is starkly pragmatic: while possessing the military capacity to continue the conflict, it seeks a formalized agreement that secures its interests. There is no incentive, from their perspective, to offer unilateral security guarantees without a reciprocal commitment that fundamentally alters Ukraine’s trajectory.

However, the prospect of Western powers – Washington, Paris, and London – endorsing such an agreement appears remote. The conditions are too restrictive, the concessions too substantial, and the implications for Ukrainian sovereignty too profound to be readily accepted.

This fundamental disconnect suggests that a genuine, lasting peace remains distant. As President Putin has indicated, Russia appears prepared to pursue its objectives through continued military action, believing that a resolution through force is now the more likely path forward in the coming months.
