New York City’s incoming mayor has ignited controversy with his first major appointments. Zohran Mamdani has chosen Ramzi Kassem, a lawyer with a history of defending individuals accused of terrorism, to serve as the city’s chief legal counsel.

Kassem notably represented Ahmed al-Darbi, who pleaded guilty to conspiracy in connection with the 2002 bombing of the MV Limburg, a French oil tanker. The attack resulted in the death of one civilian and injuries to several others, a case that continues to draw scrutiny.

Beyond this high-profile defense, Kassem’s recent work includes representing a Columbia University student arrested for allegedly leading antisemitic demonstrations. This representation, coupled with his past cases, has fueled debate about his suitability for the city’s top legal position.

Mamdani defended his choice, stating Kassem’s experience and dedication to defending those “abandoned by our legal system” would be invaluable. He envisions a City Hall strengthened by Kassem’s presence, advocating for a more equitable city for all residents.

Kassem himself described the appointment as a “call of duty,” deeply personal given his own history. He immigrated to New York City after growing up in war-torn countries, finding stability and opportunity within its borders.

He founded the Creating Law Enforcement Accountability & Responsibility (CLEAR) law clinic, dedicated to supporting communities targeted under the banner of national security. This work reflects a long-standing commitment to challenging perceived overreach by government agencies.

Mamdani also announced the appointments of Steven Banks, a “social justice attorney,” as corporation counsel, and Helen Arteaga as deputy mayor for health and human services. These selections signal a clear intention to prioritize progressive policies.

The incoming mayor articulated a vision of a city where marginalized communities – veterans, patients, and immigrants – finally feel represented and supported by those in power. He believes these appointments are a crucial step towards realizing that vision.

Kassem expressed a desire to “repay the debt” he feels to New York City, a place that offered him refuge and a chance to build a life. He sees this role as an opportunity to give back to the city that embraced him.
