A shadow of concern falls over the Scarborough Shoal, a vibrant underwater ecosystem now at the center of a brewing dispute. China has announced “strict protection measures,” framing them as a necessary defense against environmental damage, but the move is steeped in accusation and escalating tension.

According to a recently compiled report from Beijing’s Ministry of Natural Resources, the shoal – known as Huangyan Dao in China and Panatag to the Philippines – is facing an ecological crisis. The report details plans for enhanced monitoring and ambitious conservation work, aiming to fortify the area as a nature reserve. But the narrative quickly shifts, pointing fingers directly at the Philippines.

The report alleges that “illegal fishing activities and frequent intrusions” by Philippine vessels are the primary culprits behind the shoal’s deteriorating health. It claims abandoned materials and pollutant discharge are actively harming the delicate coral reef ecosystem, a stark contrast to China’s stated commitment to preservation. This accusation arrives as China continues to assert its dominance in the South China Sea.

The dispute over Scarborough Shoal is far from new. In 2012, China seized control of the feature after a tense standoff with Philippine forces. Since then, its coast guard and fishing fleets have maintained a constant presence, effectively blocking access for Filipino fishermen, despite a 2016 international tribunal ruling recognizing the shoal as a traditional fishing ground.

The Philippines has responded with support programs for its fishermen, offering fuel subsidies and resources to encourage continued presence in the contested waters. However, these efforts are overshadowed by China’s increasingly assertive actions and the creation of a 3,500-hectare reserve – a move Manila decries as a “pretext for occupation.”

Manila vehemently rejects China’s claims of ecological damage caused by Filipino activity, labeling them as deliberate propaganda. Officials point to China’s own past actions, specifically the large-scale harvesting of giant clams by Chinese fishermen, as the true source of the environmental harm. The 2016 tribunal ruling, they emphasize, already identified China as responsible for the shoal’s ecological decline.

Experts suggest China’s “nature reserve” plan is a calculated strategy – a form of “lawfare” designed to provide legal justification for continued occupation. By framing its presence as ecological protection, Beijing aims to solidify its control over this strategically vital and resource-rich area of the South China Sea.

The situation demands a multifaceted response from the Philippines. Increased patrols and consistent monitoring are crucial to counter China’s growing influence. Equally important is sustained diplomatic engagement and information sharing with international allies, all aimed at deterring further escalation and safeguarding the future of the Scarborough Shoal.
