It’s not the lack of arrests that’s most concerning to the public, but the consistent pattern of enforcement stopping short of truly influential figures. This creates a deep-seated suspicion that accountability is selective, not universal, explains political science professor Ederson DT. Tapia of the University of Makati.

The current focus is on a massive flood control scandal, brought to light by President Marcos Jr., revealing collusion between high-ranking officials and private contractors for illicit kickbacks. Yet, so far, only former Public Works officials and contractors have faced imprisonment.

As the Philippines confronts escalating climate risks and increasing infrastructure spending, this unresolved question of responsibility threatens to deepen public skepticism. Unaddressed, it could fundamentally alter the relationship between citizens and their government.

The erosion of confidence won’t be sudden, but gradual. Anti-corruption campaigns risk becoming perceived as mere symbolism, losing their power to prevent wrongdoing as larger, more complex projects are undertaken.

Political patronage and entrenched elite networks are likely to persist unless significant reforms disrupt the advantages of delay and distance from accountability. Those with power often don’t need to directly intervene; the sheer complexity and length of investigations can be enough to quell public pressure.

This predictable outcome – lower-level officials exposed, while those with connections remain protected – will ultimately reshape behavior within the bureaucracy. It ceases to be a deterrent and instead becomes a blueprint for navigating the system.

The future credibility of anti-corruption efforts rests on a clear demonstration that accountability extends beyond the usual suspects. Without this visible shift, integrity will remain a talking point, while proximity to power continues to be seen as the most secure path forward.

Ultimately, the success of these initiatives hinges on proving that no one is above the law, and that justice is truly blind, regardless of wealth or political influence. The nation’s future may depend on it.
