A 25-year-old former Navy sailor, Jinchao Wei, received a devastating 200-month prison sentence this week for betraying his country. Wei, a machinist’s mate stationed aboard the USS Essex in San Diego, systematically handed over sensitive military information to Chinese intelligence.
The scheme began in February 2022, when Wei was actively recruited by a Chinese intelligence officer. Over the next year and a half, he funneled classified data in exchange for $12,000, a sum that ultimately cost him his freedom and reputation.
Following his arrest in August 2023, Wei’s despair was palpable, reportedly telling FBI investigators, “I’m screwed.” When pressed, he confessed to sharing unclassified documents with the intelligence officer, acknowledging he “wasn’t supposed to do that.”
A jury found Wei guilty on six of seven charges, including espionage and conspiracy to violate the Arms Export Control Act. The evidence painted a clear picture of deliberate compromise, revealing a calculated effort to undermine U.S. naval capabilities.
The scale of the data breach was significant. Wei provided at least 30 technical and operating manuals detailing critical systems aboard the USS Essex and similar vessels. These manuals covered everything from power and steering to weapons control and even damage control procedures.
In total, Wei transmitted approximately 60 technical manuals, along with numerous photographs and documents related to the Navy and his specific assignments. Many of these materials were clearly marked with export control warnings, highlighting their sensitive nature.
Officials emphasized the gravity of Wei’s actions, noting his sworn oath to defend the Constitution and protect national security. His betrayal was a direct violation of that trust, motivated by personal financial gain.
Despite arguments from his attorney portraying Wei as naive and lacking malicious intent, the court deemed his actions too damaging to ignore. The sentence serves as a stark warning against similar acts of espionage.
The Justice Department has vowed to vigorously pursue and prosecute anyone who attempts to compromise U.S. national security, reaffirming its commitment to protecting the interests of the American people.
