Charlie Baker is demanding immediate action to dismantle a system he believes is actively endangering student-athletes and corrupting the integrity of competition.
The core of the issue lies with individual prop bets – wagers placed on specific player performances, like how many points a basketball player will score or how many yards a football player will rush for. These bets, Baker argues, create an irresistible temptation for athletes and open the door to manipulation, harassment, and a dangerous level of scrutiny.
The NCAA isn’t simply raising concerns; they’re actively investigating. Over the past year, enforcement staff have launched investigations into roughly 40 student-athletes across 20 schools, suspecting potential game manipulation fueled by these very prop bets and related high-risk markets.
The findings are deeply troubling. Eleven student-athletes from seven schools have already been found to have bet on their own performances, collaborating with known bettors or actively attempting to influence game outcomes to profit from wagers. These aren’t isolated incidents, but a pattern of escalating risk.
Baker’s letter to state gambling commissions reiterates a plea first made in 2023: strengthen regulations and, crucially, eliminate prop bets altogether. He emphasizes the well-being of over 550,000 student-athletes, who are increasingly vulnerable to predatory betting practices and targeted harassment.
The NCAA is employing a comprehensive integrity monitoring program, covering over 22,000 contests, but acknowledges this isn’t enough. They need the cooperation of all states and regulators to fully protect athletes and the fairness of collegiate competitions.
This call for action extends beyond state lines. Just days before, Baker urged the Commodity Futures Trading Commission to halt college sport offerings in prediction markets, signaling a broad effort to curtail all avenues of potentially damaging gambling activity.
