A swift and dramatic intervention unfolded at Santa Anita Park as law enforcement officials descended upon the famed horse-racing venue, removing newly installed gambling machines just days after their debut.

On January 14th, the park had introduced 26 “Racing On Demand” machines, sparking immediate controversy and legal questions. Agents from the California Department of Justice, alongside local Arcadia police, executed the removal on February 16th, effectively halting the operation.

The core of the dispute lies in California’s exclusive tribal gaming rights. These laws grant federally recognized tribes the sole authority to operate certain types of gambling, with horse racing being a notable exception.

Santa Anita Park argued the machines were permissible, citing a regulatory agreement approved in April 2024 by the California Horse Racing Board regarding “3-on-3” wagering. This allows bets on the outcome of three races, with varying payouts based on correct predictions.

However, state officials clearly viewed the “Racing On Demand” machines as slot machines – games of chance that fall outside the scope of the horse racing exemption. The machines offered similar predictive gameplay, but lacked the direct connection to live racing events.

Images of the removal quickly circulated online, capturing the unexpected raid. One social media post described a scene of “something going down” at the track, while another confirmed the involvement of Department of Justice agents.

A sports and politics journalist reported the legality of the games was questionable from the moment they were installed, highlighting the swiftness with which authorities acted to address the concerns. The machines were gone within 48 hours of their launch.

The removal represents a significant clash between the track’s interpretation of regulations and the state’s enforcement of tribal gaming laws, leaving the future of similar ventures at Santa Anita Park uncertain.
