Three hundred Certificates of Condonation, each representing a release from mortgage, were recently distributed. These documents unlock the potential of 435.52 hectares of agricultural land, land now truly owned, free and clear.
The change stems from Republic Act No. 11953, the New Agrarian Emancipation Act. This landmark legislation provides a pathway to debt relief for qualified agrarian reform beneficiaries, offering a fresh start and a chance to thrive.
Eduardo E. Suaybaguio, a key figure in the provincial agrarian reform program, explained the profound impact. The condonation isn’t simply about numbers; it’s about empowering farmers to invest in their land and their futures.
