The film follows the story of an American expatriate living in Europe, who becomes disillusioned with the authorities' inability to protect citizens and instead targets those he perceives as responsible, including the police, judges, and even families whose culture he believes enabled these monsters.
Actor Armie Hammer plays the vigilante, who gains popularity on social media but puts himself at odds with the authorities. The movie has been rated R in the United States and most other countries, but Germany refused to give it a rating, effectively banning it from theaters.
Director Uwe Boll expressed his frustration with the situation, stating that the rating system deliberately censored the film, and he is now suing over the decision.
