The Department of Justice has announced its push for legislation specifically addressing nihilistic violent extremism (NVE), citing the need for a comprehensive law to prosecute online grooming and exploitation linked to violent acts.
The proposal comes after a recent Senate hearing revealed the alleged involvement of an online extremist group that grooms vulnerable children to commit violent acts.
Justice Undersecretary Nicholas Felix L. Ty emphasized the importance of a dedicated law, stating that existing laws are not comprehensive enough to address NVE.
Mr. Ty advocated for a law that would define NVE, designate the lead government agency, strengthen child protection, enhance international coordination, and establish a coordinated response.
The proposed measure would adopt a whole-of-government approach, with Mr. Ty urging lawmakers to prioritize the legislation.
He noted that existing laws, such as those covering terrorism, obscenity, and human trafficking, only apply under specific circumstances, leaving a gap in protection for vulnerable children and young people.
Mr. Ty highlighted the exploitation of online platforms by perpetrators, who prey on vulnerable individuals and manipulate them into committing harmful acts through friendship and other means.
The Department of Justice will continue to enforce existing laws while working with the Anti-Terrorism Council to study interim measures until a dedicated law on NVE is enacted.
