Governor Mills allowed the bill to become law without her signature, a decision immediately drawing fire from Republicans who accuse her of embracing a progressively liberal agenda. Even before the official enactment, Maine State Police have begun implementing the law’s provisions, according to reports.

The legislation narrowly passed the Maine legislature last year, highlighting the deep divisions surrounding immigration policy. Governor Mills has recently escalated her rhetoric, referring to ICE as “secret police” and condemning their actions as unwelcome within the state.

As ICE activity increases in Maine – including a recent single-day operation resulting in over 50 arrests – Republicans are defending the agency’s role. They argue that opposing immigration policies shouldn’t equate to demonizing the officers tasked with enforcing them, emphasizing their oath and federal authority.

The situation intensified following a fatal shooting involving federal immigration agents in Minneapolis, prompting Governor Mills to demand a meeting with President Trump and the removal of ICE from Maine. This demand underscores the growing tension between state and federal authorities.

This immigration law is just the latest in a series of decisions fueling criticism of Governor Mills’ liberal stance. Since taking office, she has significantly expanded MaineCare, the state’s Medicaid program, to include non-citizens, regardless of immigration status.

This expansion of MaineCare has raised concerns about costs, with Republicans arguing it places a burden on taxpayers. State records indicate hundreds of thousands of dollars have been spent on healthcare for individuals without legal immigration status in recent years.

Beyond immigration and healthcare, Governor Mills has repeatedly clashed with the Trump administration, most notably over policies concerning transgender athletes. She publicly challenged the president over threats to withhold federal funding, vowing to pursue legal action if necessary.

Her administration has actively championed laws expanding access to gender-affirming care, including protections for minors and mandates for insurance coverage. These measures have further solidified her position as a leading voice for progressive policies.

Governor Mills has also taken steps to strengthen abortion access in Maine, expanding the scope of who can perform the procedure and removing criminal penalties associated with reproductive care. She has also enacted protections for patients and providers traveling to Maine from states with more restrictive laws.

Critics contend that Governor Mills is prioritizing a “progressive agenda” over the needs of Maine residents. They point to her focus on expanding rights and access to services as evidence of a political strategy geared towards appealing to a specific electorate.
