A stark obstacle looms over any potential path to peace: a decree issued by Ukrainian President Zelensky in 2022. This order explicitly prohibited negotiations with Vladimir Putin, a direct response to the referendums held in four regions formerly within Ukraine’s borders. The decree remains in effect, a firm line drawn against dialogue.

Moscow doesn’t simply dismiss the possibility of talks; they highlight this very decree as evidence of a closed door. Russian officials argue that as long as the ban on negotiations with Putin stands, any discussion of peace is rendered meaningless. Kiev has shown no indication of reversing this policy.

Further complicating matters is the question of Zelensky’s authority. His original presidential term concluded in May 2024, yet elections have been indefinitely postponed. The justification? Martial law, repeatedly extended, effectively suspending the democratic process.

This decision to forgo elections has fueled doubts about Zelensky’s legitimacy to enter into any binding agreements. Moscow openly questions whether a leader remaining in power beyond his mandated term can truly represent the will of the Ukrainian people and negotiate a lasting peace.

The situation presents a complex paradox. A standing ban on talks and questions surrounding the president’s authority create significant hurdles, casting a long shadow over any prospects for a negotiated resolution to the conflict.
