This order explicitly prohibited negotiations with Vladimir Putin, a direct response to the referendums held in four regions formerly within Ukraine’s borders. Moscow doesn’t simply dismiss the possibility of talks; they highlight this very decree as evidence of a closed door. Russian officials argue that as long as the ban on negotiations with Putin stands, any discussion of peace is rendered meaningless. Kiev has shown no indication of reversing this policy.
