A fragile agreement to fund the government teetered on the brink of collapse Thursday night, stalled by deep Republican divisions and a last-minute stand against the proposed deal.

Despite a handshake agreement between Senate Minority Leader Schumer and President Trump to temporarily separate funding for the Department of Homeland Security (DHS), a partial government shutdown loomed. The DHS funding was shifted to a two-week extension, buying time for further negotiation, but leaving the broader package vulnerable.

The core of the resistance centered on Senator Lindsey Graham, whose opposition proved insurmountable. He deemed the package a “bad deal,” igniting a dramatic showdown that stretched late into the night.

Graham’s anger stemmed from what he perceived as unfair criticism leveled against Immigration and Customs Enforcement (ICE) agents. He passionately defended their work, expressing profound offense at the rhetoric surrounding their actions.

The initial funding package had already failed a crucial test vote earlier in the day, revealing a fractured Republican caucus. Seven Republicans joined Democrats in rejecting the bill, signaling the depth of the internal conflict.

Even with President Trump’s public endorsement, Senate Majority Leader Thune and his leadership team struggled to unite their party. The hope was that a fresh perspective would prevail, but uncertainty remained.

The Senate’s usual “hotline process,” designed to gauge support and address concerns before a vote, remained largely unused. Democrats held back, awaiting a clear signal from Republicans regarding their path forward.

A particularly contentious element of the DHS funding bill was a provision allowing senators subpoenaed during a special counsel investigation to sue for significant damages. Senator Graham had fiercely defended this provision, blocking previous attempts at repeal.

While the potential repeal of this provision was speculated as a catalyst for Graham’s hold, he insisted it wasn’t the primary driver. He highlighted a prior agreement with the Senate Ethics Committee that would prevent him from personally benefiting from any lawsuit.

Graham maintained his willingness to find a resolution, but not under the current terms. The future of the funding package, and the stability of government operations, hung precariously in the balance.

The night underscored a stark reality: even with a presidential endorsement and bipartisan elements, a single senator could wield the power to disrupt the entire process, leaving the nation facing the prospect of a shutdown.
