NEW CLARK CITY WATER GRAB: Billion-Dollar Deal Sparks Fury!

A bold plan is taking shape for New Clark City, promising a secure and sustainable water future. The Bases Conversion and Development Authority (BCDA) recently received a significant proposal aimed at revolutionizing water supply and management within the burgeoning metropolis.

The ambitious project, valued at 15 billion pesos, comes from a powerful partnership: Korean Water Resources Corp. (K-Water) and Maynilad Water Services, Inc., the leading water provider for Metro Manila’s west zone. This unsolicited proposal signals a major step towards fulfilling commitments made to investors, particularly those establishing data centers in the area.

BCDA officials have been granted a ten-day window to assess the proposal, followed by an 80-day negotiation period. The core of the plan envisions a 50-year joint venture, strategically designed to mitigate risk by including the BCDA as a key stakeholder.

The proposed ownership structure outlines a 30% stake for the BCDA, with Maynilad and K-Water holding 30% and 40% respectively. This collaborative approach aims to leverage the expertise of both international and local entities.

This isn’t the first collaboration between the BCDA and K-Water. Earlier this year, the two entities embarked on feasibility studies to develop comprehensive water resource plans, not only for New Clark City but also for Camp John Hay in Baguio.

These studies are focused on cutting-edge solutions – minimizing water loss through intelligent network management and deploying artificial intelligence to power advanced purification plants. The goal is a resilient and efficient water system capable of meeting future demands.

The innovative system isn’t limited to New Clark City. Plans are underway to replicate this advanced water management infrastructure in the Poro Point Special Economic and Freeport Zone, a vital transport and logistics hub in La Union.

K-Water brings to the table decades of experience as a government agency specializing in national water resource development. Maynilad, meanwhile, provides a deep understanding of the specific needs and challenges of the Philippine water landscape, serving millions across Metro Manila and Cavite.

Following successful negotiations, the project will proceed to a “Swiss challenge,” a competitive bidding process designed to ensure the best possible value and terms for the public. This process is anticipated to unfold later this year.

The initiative represents a significant investment in the future of New Clark City, promising not just water security, but a model for sustainable urban development across the Philippines.
