DUTERTE UNDER ATTACK: Impeachment THREAT #3 EXPLODES!

A fresh wave of accusations has engulfed Vice-President Sara Duterte-Carpio, as a third impeachment complaint was formally lodged against her. Religious and civil society groups are at the forefront, alleging a pattern of serious misconduct that strikes at the heart of public trust.

The core of the complaint centers on the alleged misuse of substantial confidential and intelligence funds. Hundreds of millions of pesos, allocated to both the Office of the Vice President and the Department of Education during her tenure as secretary, are now under intense scrutiny.

Lawyer Amando Virgil Ligutan, representing the complainants, declared a moral imperative for Congress to act decisively. He asserted the need to remove her from office, a sentiment echoed by Party-list Rep. Leila M. de Lima, who endorsed the filing.

The 98-page document details accusations of plunder, specifically citing the alleged misappropriation of P500 million in confidential funds from 2022 to 2023. An additional P112.5 million earmarked for the Education department is also questioned.

According to the complaint, these funds weren’t directed towards legitimate intelligence operations, but instead flowed to a network of individuals allegedly complicit in malversation. The accusations paint a picture of funds diverted for personal gain.

Beyond the misuse of funds, the complainants allege a significant disparity between the Vice President’s declared income and the substantial sums reportedly held in her bank accounts. This raises questions about the source of her wealth and potential illegal enrichment.

The allegations extend to accusations of bribery related to government contracts and, disturbingly, threats made against President Ferdinand R. Marcos, Jr., the First Lady, and former Speaker Ferdinand Martin G. Romualdez. These claims add a layer of gravity to the already serious charges.

Political science professor Ederson DT. Tapia notes this latest complaint amplifies existing pressures for greater transparency in the handling of confidential funds. He suggests the repeated filings, even if ultimately unsuccessful, will keep the issue firmly in the public consciousness.

This development arrives as the House of Representatives concludes deliberations on impeachment complaints against President Marcos, Jr., a political rival of the Vice President. The outcome of that case appears unlikely to change, given the chamber’s composition.

The simultaneous impeachment efforts could exacerbate existing political divisions within the House, particularly between allies of President Marcos and those aligned with Vice President Duterte, who is widely considered a potential presidential contender in 2028.

This isn’t the first attempt to remove the Vice President from office. Last year, she faced impeachment proceedings based on similar allegations of corruption, but secured a Supreme Court ruling that invalidated the process due to procedural violations.

The Supreme Court found that lawmakers had bypassed established rules by proceeding with the impeachment despite earlier, unresolved complaints. This legal battle underscores the complex and politically charged nature of these proceedings.
