A pivotal moment arrived Monday as control of the 797-megawatt Caliraya-Botocan-Kalayaan (CBK) hydroelectric power plant complex shifted hands, marking a significant change in the Philippines’ energy landscape. The complex, nestled in the province of Laguna, now operates under the direction of Thunder Consortium, emerging victorious from a fiercely contested privatization bid valued at P36.27 billion.
The transfer, overseen by the state-run Power Sector Assets and Liabilities Management Corp. (PSALM), signifies more than just a change in ownership. It represents a strategic realignment of resources, placing a vital energy asset into the hands of a consortium poised to modernize and optimize its capabilities.
AboitizPower, through its subsidiary Aboitiz Renewables, Inc., anchors Thunder Consortium with a commanding 64% stake. Joining them are Japanese energy giants Sumitomo Corp. and Electric Power Development Co., forging a powerful international partnership dedicated to bolstering the nation’s power infrastructure.
The importance of CBK extends far beyond its impressive generating capacity. According to AboitizPower Chairman Sabin M. Aboitiz, the plant is a “very, very strategic asset,” uniquely positioned to navigate the complexities of a rapidly evolving energy system.
Its inherent flexibility allows for masterful management of peak demand, providing crucial reserves and seamlessly integrating renewable energy sources into the grid – all without sacrificing the reliability that powers homes and industries. This capability is increasingly vital as the Philippines strives for a sustainable energy future.
The CBK complex is comprised of four distinct power plants: the 39.37-MW Caliraya and 22.91-MW Botocan hydroelectric plants, both traditional hydropower facilities, and the massive Kalayaan I (366 MW) and Kalayaan II (368.36 MW) pumped-storage plants. Each contributes to the complex’s overall capacity and operational versatility.
For 25 years, the complex operated under a build-rehabilitate-operate-transfer agreement between CBK Power Co. Ltd. and the National Power Corp. Now, with the transition complete, Thunder Consortium assumes responsibility for its continued operation and future development, ushering in a new era for this critical energy resource.
