A hidden flow of billions is reshaping the American political landscape, and a new report has brought the scale of foreign influence into stark relief. Ahead of a crucial House hearing, details are emerging about how money from overseas is impacting U.S. nonprofits and, potentially, elections.

The report reveals that at least six foreign entities have funneled over $2.65 billion into American politics, exploiting a loophole that allows funds to reach U.S. advocacy groups with minimal oversight. While direct foreign donations to political campaigns are prohibited, this pathway offers a subtle, yet powerful, means of influencing policy and public opinion.

At the center of this financial network is the Switzerland-based Oak Foundation, established by retail billionaire Alan Parker. With approximately $753 million directed towards U.S. groups, the foundation supports a range of left-leaning environmental organizations, including Greenpeace and the World Wildlife Fund. Its support also extends to initiatives linked to China’s Belt and Road Initiative, a project viewed with suspicion by some as a geopolitical strategy.

The Oak Foundation’s funds are heavily concentrated within the Arabella network – a constellation of left-wing advocacy groups. Millions have flowed to organizations like the New Venture Fund, the Windward Fund, and the Hopewell Fund, amplifying their reach and influence. The Tides Foundation has also benefited from this substantial financial support.

Beyond Switzerland, significant funding originates from Denmark and the United Kingdom. The KR Foundation, founded by the descendants of a Danish industrialist, and the Swiss-based Laudes Foundation, established by a German-Dutch business dynasty, have collectively channeled $55.6 million into U.S. advocacy efforts.

Hansjörg Wyss, a Swiss billionaire, emerges as another key player. Through the Wyss Foundation and the Berger Action Fund, over $673 million has been directed to U.S.-based groups pushing a progressive agenda. Recipients include organizations focused on environmentalism, election law changes, and even direct campaign activities like voter mobilization and political advertising.

The Children’s Investment Fund Foundation (CIFF), backed by British billionaire Christopher Hohn, has contributed approximately $638.2 million. CIFF’s advocacy focuses on climate change and social justice, and the report alleges concerning ties to groups linked to the Chinese Communist Party. Its CEO reportedly holds a position within a CCP-overseen organization.

Rounding out the identified sources is the Quadrature Climate Foundation, a philanthropic arm of a London-based hedge fund. This foundation has passed over $532.5 million to U.S. groups, with a significant portion – $147 million – going to ClimateWorks Foundation, earmarked for initiatives like accelerating electric vehicle adoption and influencing financial regulations related to climate change.

The report paints a picture of a largely unchecked flow of foreign money permeating nearly every aspect of the U.S. political sphere. The question now is whether the upcoming House hearing will lead to greater transparency and accountability, and ultimately, safeguard the integrity of American political processes.
