The cornerstone of Newsom’s diplomatic efforts was a clean energy memorandum of understanding with the U.K., projected to attract nearly a billion dollars in new investment. He also forged a partnership with the Lviv region of Ukraine, pledging California’s support for the nation’s reconstruction in key sectors like defense, energy, and technology.

While “subnational diplomacy” by governors is a long-standing practice, particularly in trade, Newsom’s presence at the high-profile Munich Security Conference and his direct criticism of the former president represent a significant escalation. His actions underscore a growing trend of domestic political rivalries extending onto the international stage.
