The fate of a commission tasked with uncovering corruption in public works hangs in the balance, awaiting a decision from President Marcos Jr. The Independent Commission for Infrastructure (ICI), established just months ago, delivered a substantial report detailing its findings – a document described as “quite thick” by a Palace spokesperson.
The President’s hesitation comes after the ICI’s initial 125-day report, submitted in February, revealed a network of potential wrongdoing. This commission wasn’t formed in response to vague concerns; it was a direct reaction to the unraveling of significant corruption involving both government officials and private contractors, particularly within crucial flood control projects.
The ICI’s investigation has already yielded concrete results. Nine referrals involving 65 individuals have been sent to the Ombudsman, while another 66 individuals are subject to coordinated investigations with the Department of Justice. These actions represent a significant step towards accountability.
The creation of the ICI, through Executive Order No. 94 last September, signaled a clear intent to address systemic issues. It was the President’s first major initiative following the discovery of widespread irregularities, demonstrating a commitment to transparency and good governance.
Beyond the ICI’s work, President Marcos has also called on Congress to prioritize legislation establishing a permanent Independent People’s Commission. This proposed body would have the ongoing authority to investigate, document, and prosecute corruption within government infrastructure projects, aiming for a long-term solution to a deeply rooted problem.
