A significant shift is underway for freight forwarders in the Philippines, as authorities move closer to implementing a new financial requirement. The Department of Finance is reportedly on the verge of approving a proposal mandating a P2-million (approximately $35,000 USD) cash bond for accreditation of these companies.
This measure stems directly from growing concerns surrounding the handling of *balikbayan* boxes – packages sent home by overseas Filipino workers to their families. Delays and, more seriously, reports of missing or tampered-with contents have fueled widespread frustration and prompted official intervention.
Customs Commissioner Ariel Nepomuceno emphasized the need for clear accountability. The bond isn’t simply a fee, but a financial safeguard to cover costs incurred due to errors or negligence by deconsolidators – the companies responsible for breaking down and distributing the contents of these large shipments.
The Bureau of Customs has already begun taking direct action to address the issue, responding to the pleas of distressed families. A proactive initiative saw customs officials personally delivering *balikbayan* boxes directly to recipients’ homes, bypassing potentially problematic intermediary steps.
Last year’s initial phase of this direct delivery program involved processing 68 containers, containing over 20,000 boxes. A substantial majority – 14,305 boxes – were successfully released and delivered into the hands of their intended recipients, offering a tangible solution to the ongoing crisis.
Currently, a final wave of deliveries is underway, encompassing 72 containers and an estimated 24,536 boxes. Fourteen containers have already cleared and been released from the Manila International Container Port, signaling progress in streamlining the process.
However, 58 containers remain under processing, awaiting necessary clearances and waivers of port charges. The Bureau of Customs is working to resolve these outstanding issues, aiming to ensure the swift and secure delivery of these vital packages to Filipino families eagerly awaiting their arrival.
