Premier Danielle Smith has once again voiced her belief that Alberta needs greater authority over its immigration policies, sparking a heated debate about the province’s future and the role of newcomers.
The issue took center stage during Smith’s recent radio call-in show, fueled by her announcement of a province-wide referendum this October. Nine questions will be posed to Albertans, several directly addressing potential shifts in how the province manages immigration.
Among the proposed changes, Albertans will be asked to weigh in on whether individuals with non-permanent immigration status should pay a fee to access provincial healthcare and education. Another question explores a one-year residency requirement for access to provincially funded programs.
A particularly contentious proposal asks voters if proof of citizenship should be mandatory when casting ballots in provincial elections. Critics have swiftly condemned these ideas, labeling them as misguided and potentially harmful to newcomers.
The opposition has accused Smith of unfairly blaming immigrants for anticipated budget shortfalls, suggesting a deliberate attempt to scapegoat a vulnerable population. These accusations come as the province prepares to table its budget next week.
Smith defended her position, asserting that a surge in Alberta’s population over the past four years – a rise she attributes to changes in federal immigration policies – has placed significant strain on essential services like healthcare and education.
She argued that those who aren’t permanent residents should contribute to the cost of the services they utilize, framing it as a matter of fairness to Alberta taxpayers. The premier emphasized that the final decision rests with Albertans this fall.
Smith pointed to Quebec as a model, highlighting the province’s greater control over the selection of “economic migrants.” She believes Alberta could benefit from a similar approach, focusing on attracting individuals who will immediately contribute to the provincial economy.
Interestingly, Smith acknowledged that the situation was different when she took office in 2022, when the province was actively seeking skilled workers to fill open positions. The rapid influx of newcomers, she contends, followed policy changes at the federal level.
However, critics point to the province’s own “Alberta is Calling” campaign – designed to attract residents from other Canadian cities – as a contributing factor to the population boom. The campaign actively promoted Alberta’s economic advantages.
Opposition leaders have highlighted past statements by Smith, including a call to double Alberta’s population by 2050 and a letter to the federal government requesting a significant increase in the number of immigrants the province could nominate.
In that 2024 letter, Smith requested doubling Alberta’s allocation under the Provincial Nominee Program, seeking to increase the number of skilled workers from nearly 10,000 to 20,000. This request appears to contradict her current stance, fueling accusations of inconsistency.
Smith maintains her message has remained consistent: prioritize skilled immigrants who will become taxpayers and commit to long-term residency. She believes a focused approach is crucial for Alberta’s economic future.
The debate underscores a fundamental question about Alberta’s identity and its vision for growth, setting the stage for a potentially divisive referendum that will shape the province’s immigration policies for years to come.
