Despite global economic headwinds, the Philippines remains a magnet for industrial investment, yet a critical question lingers: can the nation fully capitalize on this potential? While interest persists, a growing chorus calls for fundamental improvements to the business landscape, demanding more than just streamlined registration processes.

The sanctity of contracts, a robust infrastructure network, and a solution to persistently high power costs are now paramount. Without addressing these core issues, the Philippines risks stifling job creation and hindering the inclusive economic growth so desperately needed across its diverse regions.

Recent data paints a concerning picture. Approved foreign investments plummeted by 50% in the last year, reaching P272.4 billion – the largest decline in five years. This dramatic drop isn’t simply a reflection of global uncertainties; it signals a wavering investor confidence directly linked to natural disasters and, disturbingly, allegations of corruption surrounding flood control projects.

Currently, the regions of Calabarzon and Central Luzon are absorbing the bulk of foreign pledges, accounting for nearly two-thirds of the total. Manufacturing remains a key driver, representing almost 30% of all approved investments, with these two regions leading the charge.

A significant shift is underway, with higher-value manufacturers increasingly drawn to the advantages of Central Luzon. The region boasts established industrial parks, a skilled workforce, and rapidly improving connections to the capital, Metro Manila.

Major investments from companies like Coca-Cola and Ajinomoto within Aboitiz InfraCapital’s TARI Estate in Tarlac exemplify this trend. The Clark Freeport Zone continues to attract and nurture expanding manufacturers, including UET Box Manufacturing, All Fashion Gloves, and DeviceDesign.

UET Box Manufacturing is expanding its footprint by 10,000 square meters with a P169.7 million investment, focusing on high-quality knitted products and custom packaging. Meanwhile, All Fashion Gloves, a long-standing pioneer in Clark specializing in premium leather gloves, is adding new facilities with a P18.27 million investment.

DeviceDesign, a South Korean innovator in wireless IoT technology, is injecting P103 million into a new Clark Freeport factory, promising employment for over 500 individuals. These investments demonstrate a clear vote of confidence in Central Luzon’s potential.

Looking ahead, Central Luzon is poised for substantial industrial expansion. From now until 2028, the region is expected to deliver 930 hectares of new industrial space, significantly outpacing the 245 hectares planned for Southern Luzon.

Pampanga, Bulacan, Tarlac, and Bataan are emerging as particularly attractive locations, fueled by their skilled labor pools and ongoing infrastructure improvements. This surge in supply should create opportunities for manufacturers to negotiate more competitive lease rates.

The enhanced quality of these new industrial spaces and warehouses will ensure they are equipped to accommodate the demands of high-value manufacturing. This influx of major manufacturers promises to elevate the region’s industrial profile, strengthen its supply chain, and boost the volume and quality of its exports.

Despite the momentum in Central Luzon, the Calabarzon corridor in Southern Luzon remains a preferred location for some manufacturers. This established industrial hub continues to attract companies involved in the production of printers, air conditioners, air fresheners, and a wide range of electronics.

The evolving dynamics between these two key regions, and the challenges facing the Philippines in attracting and retaining foreign investment, will be explored further in the coming days.
