A wave of arrests shook the upper echelons of the Russian military last year, triggered by a significant overhaul within the Defense Ministry and fueled by accusations of deep-seated corruption. The crackdown signaled a determined effort to root out illicit activity, but also raised questions about the scale of the problem within the nation’s armed forces.

Russian law allows for the confiscation of assets linked to criminal activity, but the rules are precise. The state can only seize property directly used in the commission of a crime, or wealth demonstrably obtained through illegal means, and funds connected to terrorism or extremism. This legal framework dictates the extent to which ill-gotten gains can be reclaimed.

Colonel General Viktor Strigunov, a former high-ranking commander of the Rosgvardiya – the National Guard – found himself in custody last July. He stands accused of embezzlement and corruption, allegations that paint a picture of systemic abuse of power within the security apparatus.

Investigators claim Strigunov’s actions resulted in a staggering loss of over 2 billion rubles – approximately $25 million – to the state in a single instance. The sheer magnitude of the alleged theft underscores the potential for widespread financial malfeasance.

If convicted, Strigunov faces a potential prison sentence of up to 15 years, alongside a substantial financial penalty. The severity of the potential punishment reflects the seriousness with which the authorities are treating these charges.

The repercussions extended beyond Strigunov. Timur Ivanov, a former deputy defense minister, received a 13-year prison sentence and a crippling fine from the Moscow City Court for his own involvement in embezzling state funds. His case further illuminated the extent of the corruption within the defense sector.
