Alex Benay, the senior official overseeing Phoenix, expressed cautious optimism during a recent briefing. He stated he feels “pretty comfortable” the system is prepared for the anticipated influx of severance calculations and payments, a bold claim given the system’s notoriously rocky past.

The government’s plan to reduce the public service by approximately 30,000 positions will inevitably lead to a significant number of severance requests. While the balance between voluntary departures and layoffs remains unclear, officials are preparing for a substantial workload.

There has been some progress in tackling the massive backlog of pay issues plaguing Phoenix. Recent figures show a dip below 100,000 unresolved cases, with projections estimating around 70,000 by springtime – a small victory in a long-fought battle.

Despite the improvements, Benay refrained from offering any guarantees regarding seamless severance payments. He acknowledged that public servants considering severance packages are “right to be concerned,” given Phoenix’s well-documented history of errors and delays.

Benay revealed he’s personally been approached by friends within the public service seeking advice on whether to accept severance offers, a testament to the widespread anxiety surrounding the system. He understands their hesitation, recognizing the legitimate fears stemming from past experiences.

The decision-making process regarding layoffs and retirements is expected to begin within four months, unfolding throughout the year as the workforce adjustment plan is implemented. This timeline adds urgency to the need for a functional and reliable system.

To mitigate potential errors, the government is incorporating automation into the severance process, but crucially, a human reviewer will oversee the results. Officials recognize the sensitivity of these payments and the risks of relying solely on machines.

Meanwhile, the long-awaited replacement for Phoenix, Dayforce, is nearing completion. The success of Dayforce will ultimately determine whether the public service can finally escape the shadow of its predecessor’s failures.
