A surge in arrests targeting individuals accused of heinous crimes unfolded during the first year of a recent presidential term. Immigration and Customs Enforcement’s Enforcement and Removal Operations in Houston apprehended 414 individuals charged or convicted of child sex offenses – a number dramatically exceeding previous years.
This figure represents nearly double the 211 arrests made during the final year of the prior administration. The individuals taken into custody collectively faced a staggering 761 charges related to child sex offenses, alongside 525 additional criminal accusations ranging from robbery to homicide.
Among those apprehended was Juan Leonardo Garcia Ibarra, a 48-year-old from Mexico with a history of repeatedly violating U.S. immigration laws. He had illegally re-entered the country twelve times and faced convictions for crimes including sexual indecency with a child and aggravated assault. He was ultimately deported back to Mexico.
The scope of the operation extended beyond U.S. borders. Andrew Mark Watson, a citizen of the United Kingdom, was arrested and remains in custody, facing charges of possessing child sexual abuse material and sexually exploiting a minor. His case is currently navigating the immigration legal process.
Another case highlighted the international reach of these investigations. Alex Samuel Lara Diaz, a 35-year-old from Honduras, was arrested for aggravated sexual assault of a minor. Authorities discovered he was also wanted in Honduras for homicide, and he was subsequently deported to face prosecution there.
Those involved in the operation emphasized the quiet dedication of ICE personnel. Despite what they described as attempts to discredit their work, agents focused on removing a significant threat from communities. The arrests aimed to safeguard children and provide a measure of security for families.
The acting field office director for ICE ERO Houston stated that the efforts of his team allowed parents in Southeast Texas to feel a greater sense of safety. The removal of these individuals, he asserted, directly addressed a grave danger to children in the region.
