Merkley attempted to interrupt, but Moreno insisted on finishing his line of questioning, accusing Duke of lacking even a rudimentary grasp of the legal framework governing immigration. He characterized the witness as exhibiting a clear, pre-determined agenda.

Merkley countered, urging Moreno to focus on “the actual facts” and accusing him of “badgering” the witness. Moreno swiftly retorted, reminding Merkley of the established rules of order within the Senate itself, highlighting the irony of adhering to procedure while seemingly condoning unauthorized border crossings.
