Hillary Clinton recently voiced strong condemnation of the Trump administration’s immigration policies, asserting that the detention of migrant children inflicts “terrible damage.” Her statement, shared publicly, highlighted figures showing over six thousand children detained under the previous administration, averaging 226 daily.

However, a closer look at history reveals a more complex picture. Data from the 1990s, during Bill Clinton’s presidency, demonstrates a similar pattern of juvenile detention as immigration enforcement intensified.

A 2001 Department of Justice report detailed that the Immigration and Naturalization Service, under President Clinton, held over four thousand unaccompanied juveniles for longer than 72 hours in fiscal year 2000. On average, between four and five hundred children were in custody each day.

The shift towards stricter enforcement during Bill Clinton’s tenure was solidified by the passage of two key laws in 1996: the Antiterrorism and Effective Death Penalty Act, and the Illegal Immigration Reform and Immigrant Responsibility Act. These laws broadened mandatory detention and accelerated deportation processes.

The Department of Homeland Security responded to Clinton’s recent criticism, stating that ICE does not intentionally target children or separate families. They emphasized that parents are offered the choice to be removed with their children, or to designate a safe caregiver.

Clinton had previously called for a debate on immigration policies, describing the approach under the Trump administration as “disruptive and destabilizing.” She advocated for humane solutions that prioritize secure borders, family structures, and the prevention of harm.

The current administration also points to efforts to combat the exploitation of unaccompanied children. They report having located over 145,000 children who were initially placed with sponsors, some of whom were later identified as smugglers or involved in sex trafficking.

Recent data indicates a significant influx of over eighteen million undocumented immigrants during the Biden administration, prompting increased scrutiny of border security and child welfare practices.
