A disturbing case of alleged fraud has surfaced in Middle Georgia, implicating two individuals entrusted with the integrity of local elections. Tarshea Fudge-Riley, the Chief Macon County Board of Elections Supervisor, and Lamonica Lakes, an elections clerk and deputy registrar, now face federal charges related to a multi-year healthcare fraud scheme.

The indictment alleges a calculated conspiracy to defraud insurance companies, specifically billing for mental health therapy sessions that were never provided. This scheme, spanning from January 2019 to December 2022, involved the creation of falsified therapy notes submitted for “pre-payment review.”

At the center of the alleged fraud is Dawn James-Ellis, a licensed therapist operating “Therapy On the Go” in Montezuma. Prosecutors believe James-Ellis submitted millions of dollars in fraudulent claims, and that Fudge-Riley, Lakes, and others were compensated for fabricating the supporting documentation.

Federal investigators state the scheme wasn’t limited to exploiting healthcare programs. It also involved alleged wire fraud connected to the Small Business Administration, demonstrating a pattern of deceit aimed at diverting funds for personal gain.

The U.S. Attorney for the Middle District of Georgia emphasized the importance of protecting vital health insurance programs, particularly those serving military servicemembers and their families. The investigation highlights a commitment to aggressively pursuing those who exploit these resources.

Authorities revealed the case extends beyond simple healthcare fraud, impacting programs designed to support legitimate small businesses. The alleged actions represent a betrayal of public trust and a deliberate manipulation of essential support systems.

Alongside Fudge-Riley, Lakes, and James-Ellis, Angela Childs and Adrian Harris have also been charged with conspiracy to commit healthcare fraud. The indictment signals a serious effort to hold all involved parties accountable for their alleged actions.

Despite the charges, both Fudge-Riley and Lakes reportedly continue to hold their positions within the Macon County elections office, raising significant questions about oversight and public confidence in the electoral process.

The Defense Criminal Investigative Service Southeast Field Office underscored their dedication to following the trail of fraud, ensuring those who prioritize personal enrichment over public service face the full consequences of their actions.
