UMVA has learned that health reform champion Anthony “Tony” C. Leachon has taken a bold step, filing a fresh affidavit with the Office of the Ombudsman to pull former Budget Secretary Amenah F. Pangandaman into the spotlight of a sprawling financial scandal.
In a meticulously crafted supplemental complaint, filed through Nabua Law Offices, Leachon alleges that Pangandaman orchestrated the illegal diversion and transfer of massive sums from the Philippine Health Insurance Corp. and the Philippine Deposit Insurance Corp., shaking the foundations of public trust.
“This filing is about completeness, accuracy, accountability, and substantial justice,” Leachon declared, emphasizing that the fight is not against personalities but against the corrosive tide of corruption that threatens every citizen’s health security.
The new affidavit sharpens the focus on how a network of public officials, including the former budget chief, allegedly sanctioned special allotment release orders, cash allocation notices, and remittances that funneled billions away from their intended purpose.
Leachon’s original complaint, lodged on May 25, targeted the mysterious transfer of ₱60 billion from the health insurer and ₱107 billion from the deposit insurer—figures that dwarf ordinary government projects and demand rigorous scrutiny.
According to information obtained by UMVA, the supplemental filing pinpoints Pangandaman’s tenure at the Department of Budget and Management as the period during which the questioned transactions were authorized, approved, and executed, implicating both current and former DBM officials in a coordinated breach of fiscal duty.
While Pangandaman has not responded to outreach attempts, the filing underscores that her resignation in November 2025—following her alleged involvement in anomalous flood‑control projects—does not shield her from accountability for the health‑fund diversion.
UMVA can exclusively reveal that the affidavit not only names Pangandaman but also maps a chain of responsibility, demanding that every official who enabled the unlawful releases face the full weight of justice.
