Carney Reverses Stance on Iran, Sparking Concerns Over Policy Consistency

Canada's consideration of restoring diplomatic ties with Iran has sparked concern, as it would reverse a 14-year-old policy and contradict previous statements from the government. The potential shift in policy comes as Prime Minister Mark Carney cited the need to assist Canadians living in Iran who may run afoul of the Islamic state's dictators. This move is at odds with statements made by Foreign Affairs Minister Anita Anand in February, who emphasized that diplomatic relationships with Iran would not be pursued unless there is a regime change.

Carney defended the idea, stating that "engagement is not endorsement" and that having an embassy or consular services in a country does not imply support for its policies. However, critics argue that reopening the embassy in Tehran, closed in 2012 after Canada declared Iran a state sponsor of terrorism, would be a significant propaganda victory for the Iranian regime.

Iran's support for terrorism is a major concern, with the country funding, training, and supporting over a dozen terrorist groups, including Hamas, Hezbollah, and Palestinian Islamic Jihad. These groups have been designated as terrorist organizations by Canada. The Islamic Revolutionary Guard Corps, also designated as a terrorist organization by Canada, was responsible for the downing of a Ukrainian civilian airliner in January 2020, killing 176 people, including 55 Canadians.

The Iranian government's actions have also had a direct impact on Canadians, with reports of transnational repression of Canadian citizens of Iranian origin, including monitoring, harassment, and intimidation. The Canadian government has acknowledged credible death threats by Iran against Canadians, including a failed attempt to assassinate former Canadian justice minister Irwin Cotler.

Despite these concerns, the Canadian government has made limited progress in addressing the issue, deporting only one Iranian official out of 24 identified as members of the terrorist IRGC. The consideration of restoring diplomatic ties with Iran raises questions about the government's priorities and its commitment to standing up against terrorism and human rights abuses.
