UMVA has learned that two local authority enforcement officers have been dismissed after being caught on camera threatening a member of the public in a shocking display of aggression.
The incident occurred in Harrow, northwest London, where the officers, employed by an agency hired by Harrow Council, were filmed intimidating a person who had recorded them as they accosted him. The video, which has gone viral, shows the officers turning off their body-worn cameras before making threatening remarks.
In the footage, one officer can be heard saying, 'Come to the alleyway right now, we're going to show you what time it is. We're going to make sure you can't work no more and earn no money because you're trying to butt in with our money.' The officer then threatens to 'knock out' the individual and 'rip his teeth out'.
The dispute, thought to be about money, escalated with the officers making aggressive comments, including one wearing a red hoodie who said, 'If I call a police officer for you, he'll f* you up, you know, because we work with them and you didn't know that, did you?'
UMVA can exclusively reveal that Harrow Council took swift action, dismissing the two staff members and emphasizing that incidents where officers turn off their body-worn cameras are taken 'very seriously'. The council's spokesperson stated that threats of violence towards members of the public are 'wholly unacceptable and will not be tolerated'.
The agency that employed the officers, Kingdom Services Group, also condemned the behavior, stating that they take any instance of officers deliberately disabling body-worn cameras extremely seriously. A spokesperson for the company said that the individuals concerned no longer work for them and that any threats of violence towards members of the public are wholly unacceptable.
The incident raises questions about the conduct of enforcement officers and the effectiveness of their training. It also highlights the importance of body-worn cameras in ensuring public safety and accountability.
