A U.S. Immigration and Customs Enforcement agent now faces serious felony charges in Minnesota, accused of a brazen act of intimidation on a busy highway. The charges stem from an incident where prosecutors allege the agent deliberately threatened two individuals with a firearm.

Hennepin County Attorney Mary Moriarty announced the charges against Gregory Donnell Morgan Jr., detailing a February 5th confrontation on Highway 62 in Minneapolis. This incident occurred during “Operation Metro Surge,” a controversial federal immigration initiative that sparked widespread protests and intense scrutiny.

According to Moriarty, Morgan aggressively maneuvered his vehicle alongside the victims, matching their speed and then, shockingly, pointing his service weapon directly at them. The criminal complaint paints a picture of deliberate escalation, not a response to an immediate threat.

The incident unfolded as traffic slowed to a crawl near a major interstate interchange. Prosecutors state Morgan bypassed congestion by driving on the shoulder before executing the threatening maneuver. Crucially, the SUV he was driving bore no markings identifying it as a federal vehicle.

Both victims reported feeling profoundly threatened by Morgan’s actions. Investigators confirmed Morgan was not responding to an emergency call at the time, and his stated reason for being in the area – returning to the Whipple Federal Building for gas and to end his shift – raises further questions.

Morgan claims he feared for his safety, shouting “Police! Stop!” and believing the individuals had intentionally cut him off because he was a federal agent. However, this explanation is being heavily scrutinized in light of the victims’ accounts and the circumstances of the incident.

A nationwide warrant has been issued for Morgan’s arrest. He faces two counts of second-degree assault, each carrying a potential sentence of up to seven years in prison. Bail has been set at $100,000, with strict conditions including a ban on possessing weapons and mandatory court appearances.

Moriarty emphasized the swiftness of this case, attributing it to the lack of obstruction during the investigation. She stated the charges represent a significant step towards accountability and confirmed her office is actively investigating over a dozen other incidents involving federal agents connected to Operation Metro Surge.

This case unfolds alongside a separate investigation into an attack on a reporter covering protests outside the Whipple Federal Building. Savanah Hernandez, a reporter with Turning Point USA, was reportedly swarmed by protesters, subjected to verbal abuse, and physically assaulted.

Video footage shows protesters blowing horns in Hernandez’s face, yelling obscenities, and shoving her as she attempted to leave the scene. At one point, she was pushed into a fence and later forced to the ground while pleading for them to stop.

Hernandez reported suffering minor injuries, including scrapes and soreness. Law enforcement has submitted three cases related to the Hernandez incident to the Hennepin County Attorney’s Office for review, but a decision on potential charges remains pending.

The FBI has also launched a federal investigation into the attack on Hernandez. While the investigations are ongoing, the contrast between the swift charges against the ICE agent and the delayed decision regarding Hernandez’s attackers is drawing attention.

The Hennepin County Attorney’s Office is carefully considering all available evidence in both cases, navigating a complex legal landscape and public scrutiny. The outcomes of these investigations will undoubtedly have significant implications for both the individuals involved and the broader debate surrounding federal enforcement and protest activity.
