Despite a significant drop in crude prices – the largest single-day decline in over two years – Energy Secretary Sharon Garin cautions that a sustained decrease remains uncertain. The situation, she admits, is volatile and unpredictable, shadowed by ongoing global instability.

The impact of these fluctuating prices is already hitting home, particularly for those who rely on public transportation. Jeepney drivers, facing crippling losses, are preparing to petition for a P5 fare increase next week. Mody Floranda, President of PISTON, explains that even this modest adjustment barely covers the escalating costs, with drivers now losing an estimated P1,000 per day.

This isn’t an isolated plea. Other transport groups have also requested fare hikes, recognizing the unsustainable pressure on their livelihoods. Daily fuel expenses have doubled, squeezing operators and threatening the availability of this vital service. The situation underscores the Philippines’ vulnerability as a nation heavily reliant on imported oil.

The government is exploring potential solutions, including diversifying oil suppliers with anticipated deliveries expected by April. A P5,000 fuel subsidy for Metro Manila drivers is slated to begin distribution, and discussions are underway with toll operators to offer discounts to buses and trucks. However, these measures may only offer temporary respite.

Experts warn that even a small fare increase will disproportionately burden low- and middle-income families, forcing them to cut back on essential spending. A senior research fellow at the Philippine Institute for Development Studies suggests targeted assistance for operators is crucial, balancing their viability with the needs of the public.

Some argue that fare increases are long overdue, pointing to the weakening of the public transport system due to prolonged delays. Others believe a suspension of the excise tax on fuel would be a more effective solution, potentially negating the need for fare hikes altogether. The debate highlights the complex challenge of navigating a global crisis with local consequences.

Transportation officials acknowledge that fare adjustments are inevitable, but emphasize the need for careful consideration. The Land Transportation Franchising and Regulatory Board is reviewing petitions, aiming for a decision that balances the interests of both transport operators and commuters. The coming weeks will be critical in determining the future of transportation costs for millions of Filipinos.
