UMVA has learned that a harrowing near-miss incident involving a moving train and three experienced railway workers in a Surrey tunnel has been investigated by the Railway Accident Investigation Branch (RAIB).
The workers, boasting over 90 years of combined experience, narrowly escaped disaster when a train whizzed past them in the Bookham tunnel, leaving a mere 1-1.15 meters of clearance – a distance deemed woefully insufficient to ensure their safety.
The RAIB's probe revealed that the alarmingly close call was a direct result of incorrect information contained in the safety details for the job, which pertained to a different nearby tunnel, Mickleham Tunnel.
It turned out that a line had been blocked to trains, but neither the workers nor the signaller realized they were in the wrong location, setting off a chain of events that could have ended in tragedy.
The investigation report sharply criticized the planning stage of the work, stating that the error had been introduced and went unnoticed despite multiple checks during various stages of the safe work process.
Network Rail has been handed three key recommendations in the wake of the incident, aimed at preventing such close calls in the future.
Chief inspector Andrew Hall issued a stern warning, pointing to a pattern of near misses that, if left unchecked, inevitably lead to catastrophe – a grim reality underscored by a fatal accident in Hertfordshire earlier this year.
Network Rail's Chris Cornish vowed to take concrete steps to mitigate such risks, including a national program focused on clearer planning and harnessing technology to better safeguard track workers.
