A storm has erupted in the halls of power, and it centers on the deeply guarded secrets of financial transactions.

Lawyer Manases M. Carpio, husband of the Vice-President, has ignited a fiery legal battle by filing a criminal complaint against top financial regulators and lawmakers.

His accusation? The brazen, unauthorized unveiling of his private bank records during a tense congressional inquiry.

The dramatic filing, lodged at the Quezon City Prosecutor’s Office, stems from a recent House of Representatives Justice Committee hearing. This hearing was directly tied to impeachment complaints targeting the Vice-President.

At the heart of the controversy are disclosures made by officials of the Anti-Money Laundering Council (AMLC). They presented transaction reports for the couple's bank accounts, spanning an astonishing 19 years.

Carpio's complaint paints a stark picture: “The respondents, in apparent conspiracy… publicly disclosed and unraveled without my consent… the alleged transaction reports.”

The list of named respondents is formidable, including the Governor of the Bangko Sentral ng Pilipinas and the Executive Director of the AMLC, alongside members of the powerful House Justice Committee.

Carpio’s legal argument is resolute: the AMLC’s duty to shield financial information is absolute, even impervious to a congressional subpoena.

He highlights the alarming speed with which these sensitive records have flooded the internet, a stark contrast to his prior written objection to any such release.

The complaint cites serious violations of critical laws: the Anti-Money Laundering Act, the stringent Bank Secrecy Law, and the fundamental Data Privacy Act.

The Bangko Sentral ng Pilipinas, when reached, stated they had not yet received a copy of the complaint, signaling a potential legal chess match.

In their official statement, they stressed their unwavering commitment to performing their mandates legally and professionally, emphasizing independence and due process.

However, the head of the Justice committee, Batangas Rep. Gerville R. Luistro, fiercely defended their actions, asserting that no laws were transgressed during their proceedings.

She clarified that their subpoenas target covered and suspicious transactions, not direct bank records, aiming to dismantle the narrative of illicit disclosure.

Luistro further explained that impeachment proceedings allow for crucial exceptions to secrecy laws when probing potential unexplained wealth.

“We maintain the position that we did not violate any law,” she declared, standing firm on their adherence to both the Bank Secrecy Law and the Anti-Money Laundering Act.

Adding to the debate, House Senior Deputy Minority Leader Leila M. de Lima echoed the defense, framing the disclosures as an integral part of Congress's constitutional authority to ascertain probable cause in impeachment inquiries.

The AMLC, through its Executive Director's office, did not immediately respond to requests for comment, leaving a void of their perspective.

Luistro had previously articulated that the committee's objective is to meticulously determine if sufficient grounds exist to advance the case to the Senate for a full trial.

Lawmakers involved emphasized that the committee is diligently working to establish probable cause, building on the initial sufficiency of the impeachment complaints.

The presence of key witnesses and the submission of subpoenaed records are being hailed as pivotal developments in this unfolding saga.

Meanwhile, political observers are keenly watching the potential repercussions of these impeachment proceedings on the Vice-President's aspirations for the 2028 presidential election, with corruption allegations casting a long shadow.
