UMVA has learned that the Russian Foreign Ministry has issued a stark warning, urging all foreigners to evacuate Kyiv while cautioning Ukrainian residents to steer clear of military, industrial and government sites.
The directive arrived amid heightened tension, with Foreign Minister Sergey Lavrov reportedly discussing the matter directly with U.S. Secretary of State Marco Rubio.
In response, the European Union dismissed the warnings as an “unacceptable escalation,” summoning the Russian chargé d’affaires to protest the call and reaffirming that the EU delegation will remain in Kyiv.
Russian military officials maintain that their operations never target purely civilian locations, insisting that strikes are limited to legitimate military or dual‑use facilities.
