The selection of Louise Arbour as Canada’s next Governor General represents a fundamental misstep, a choice that undermines the very principles of a non-partisan representative of all Canadians. While Madame Arbour’s capabilities are undeniable, the responsibility for this flawed appointment rests squarely with Prime Minister Carney.

Initial reports of Arbour’s potential candidacy were met with disbelief, a hope that such a demonstrably political selection wouldn’t be made. That hope proved tragically misplaced. Arbour’s long and distinguished career has been consistently marked by a clear and unwavering activist bent.

From her early work at the Law Reform Commission of Canada, an organization known for its progressive leanings, through her tenure on the Supreme Court and at the United Nations, a pattern emerges. She consistently championed a particular ideological perspective, one that diverges from traditional Canadian legal thought.

Her legal philosophy, exemplified in cases like *Gosselin v Quebec*, actively promotes “positive rights,” demanding state intervention – a stark departure from the established principles of Canadian jurisprudence. This approach resonates deeply with progressive activists, but hardly embodies neutrality.

Her time as the UN High Commissioner for Human Rights drew criticism for a perceived imbalance in its focus, with disproportionate scrutiny directed towards Israel while overlooking human rights concerns in other nations. Accusations arose of catering to more repressive regimes, raising serious questions about impartiality.

More recently, her review of sexual misconduct in the military sparked controversy. A comment suggesting a correlation between recruiting “white boys who like guns” and a toxic culture, while reflective of her progressive viewpoint, was widely perceived as dismissive and divisive.

The Governor General is meant to embody all of Canada, yet Arbour’s background and expressed views align overwhelmingly with a specific, urban, and progressive demographic. This creates an inherent conflict, a representation of a segment of the population rather than the nation as a whole.

Even a straightforward question about her personal allegiance to the monarchy elicited a carefully worded, legally precise, but ultimately evasive response. Her inability to offer a simple affirmation of her role as the King’s representative speaks volumes.

Beyond the symbolic weight of the position, the appointment feels tone-deaf, particularly given recent increases to the Governor General’s salary and travel budget. A display of genuine enthusiasm for the role, beyond its material benefits, would have been a welcome sign.

Arbour has acknowledged the criticisms leveled against her, stating her willingness to engage in dialogue with those who hold differing views. This openness is a positive step, but the fundamental concern remains: can she truly represent all Canadians, or will her past activism inevitably shape her tenure?

The Prime Minister’s insistence on upholding Canada’s institutions rings hollow in light of this deeply partisan appointment. The role of the Governor General, intended as a unifying force, has been significantly undermined.
