A Wisconsin judge is facing a potential prison sentence after a federal judge upheld a guilty verdict stemming from an extraordinary case of obstruction. Judge Hannah Dugan was convicted for actions taken to help a fugitive evade federal immigration authorities.
The case began last April when a grand jury indicted Dugan, alleging she interfered with Immigration and Customs Enforcement (ICE) agents. The charges centered around her conduct during a domestic abuse case she was presiding over, involving an individual identified as Eduardo Flores-Ruiz.
According to investigators, Dugan reacted with anger upon learning ICE agents were positioned outside her courtroom, prepared to arrest Flores-Ruiz. Instead of allowing the arrest to proceed, she allegedly took deliberate steps to thwart law enforcement.
The core of the accusation involved directing Flores-Ruiz to leave the courthouse through a private, rarely-used jury door. This maneuver, prosecutors argued, was a calculated effort to help him avoid apprehension by ICE agents.
While acquitted on one misdemeanor count, Dugan was found guilty on a felony charge of obstruction. This conviction carries a potential penalty of up to five years in prison, a stunning fall from grace for a sitting judge.
FBI officials detailed how Dugan “intentionally misdirected” agents, actively steering them away from Flores-Ruiz. The criminal complaint painted a picture of a judge actively working against federal law enforcement within the walls of her own courthouse.
Evidence presented included video footage showing Dugan, still in her judicial robes, confronting the plainclothes ICE agents in the courthouse hallways. Her demeanor, according to reports, was openly hostile and confrontational.
The video then captured Flores-Ruiz and his attorney discreetly exiting the courthouse through the jury door, effectively evading the waiting ICE agents. This clandestine departure became a key piece of evidence in the case against Dugan.
The judge’s actions sparked outrage and raised serious questions about judicial conduct and the potential for interference with federal law enforcement operations.
