Inspectors found pallets of goat meat, trimming offcuts high in fat, boxes of animal fat and skin, and fragments of mutton. All these materials were fed into a large mincer, producing a homogeneous paste that resembled Play‑Doh.
Authorities highlighted that while consumers may expect lower‑grade ingredients in kebabs, the product must still match its labeling. The scale of the deception was compared to a previous meat‑adulteration scandal involving horse meat.
Officials described the scheme as straightforward food fraud, noting that wholesalers and consumers were charged premium prices for a product composed largely of substandard material.
