The Israel-Gaza border remains a hotbed of tension following the devastating attacks on Oct. 7, 2023. To prepare for future scenarios, Magen48, a civilian defense organization, has been conducting full-scale training exercises in partnership with the Israel Defense Forces (IDF).
A recent exercise at Kibbutz Bror Hayil, a community adjacent to the Gaza border, simulated a terrorist attack on the kibbutz kindergarten. The civil defense squad, which included IDF soldiers and medical personnel, had to respond swiftly while accounting for the presence of children, limited visibility, and the need to neutralize the attackers while ensuring a safe evacuation.
The training session was part of an eight-session program designed to prepare southern Israeli communities for scenarios similar to the Oct. 7 attacks. Participants learned to operate weapons from behind cover, work in pairs and larger groups, and develop communication skills. The exercises grew increasingly complex, with teams conducting drills inside buildings and responding to continuous emergency alerts.
No live ammunition was used during the exercise, which took place inside a civilian community. All weapons and equipment were secured to prevent accidental discharge. Residents were notified in advance of the drill, and the exercise was closely monitored to measure response times and evaluate the effectiveness of the civil defense squad.
Magen48's training program aims to establish a unified operational language among civilian security squads, enabling them to coordinate effectively in the event of an emergency. The organization has trained 1,500 civilians to respond to life-threatening emergencies, equipping them with the knowledge, skills, and resources to contend with scenarios such as terrorist attacks, medical emergencies, and fires.
According to experts, the training has shown that civilian first responders are incredibly brave, but lack the necessary training and equipment to effectively respond to emergencies. Strong, well-trained civilian response teams can improve security, strengthen resilience, and help communities grow and thrive.
The primary objective of the training exercises is to prevent another Oct. 7, and experts believe that these drills are crucial in giving the local community confidence in their security and the preparedness of forces to deal with terrorist attacks.
