From above, the Scottish town of Forres appears idyllic, but a growing frustration simmers beneath the surface. Since 2013, the town has operated without traffic wardens, a decision that’s quietly reshaped its streets – and not for the better.

Despite ample, free parking just a short walk away, double yellow lines are routinely ignored. Cars, vans, and even larger vehicles frequently block key areas of the town centre, creating a daily challenge for residents and business owners.

The extent of the problem recently came to light through a Freedom of Information request. The results were startling: in the three years from January 2023, a mere two parking fines were issued within the entire town.

Both fines were handed out on Forres High Street in 2025, leaving 2023 and 2024 completely without enforcement. This near-total absence of consequences has fueled a sense of lawlessness and growing concern for public safety.

Local leaders acknowledge the mounting frustration. Councillor Kathleen Robertson understands the impact of illegal parking, stating it creates “unnecessary safety issues” and disrupts the flow of the town centre.

The police, however, cite significant pressures on resources as the primary reason for the lack of enforcement. Inspector Neil Morrison explained that keeping the wider Moray area safe takes precedence, and difficult choices must be made.

Financial constraints and increased demand mean officers are focused on national and divisional priorities. While acknowledging the problem, the police maintain they will respond to incidents and issue tickets when possible, but dedicated patrols are currently unfeasible.

The situation has sparked criticism from local councillors. Councillor Draeyk van der Horn pointed out that only two tickets in five years suggests illegal parking is effectively unchecked, normalizing irresponsible behavior.

He highlighted the potential for accidents, reduced visibility, and increased congestion, arguing that consistent enforcement is crucial. He also suggested a greater role for the local authority in routine enforcement to alleviate pressure on the police.

The core of the issue isn’t simply about parking tickets; it’s about a community feeling overlooked and unsafe. Residents are calling for a renewed focus on responsible parking, and a solution that restores order to the streets of Forres.

The lack of enforcement isn’t just a matter of convenience, it’s a growing concern for the safety of pedestrians and other drivers navigating the increasingly congested town centre.
