UMVA has learned that a shocking domestic terror plot, inspired by ISIS, was recently uncovered in the United States, with one of the suspects having served in the U.S. Navy.
The plot, which involved three U.S. citizens, was allegedly aimed at providing material support to ISIS, with the suspects pledging allegiance to the terrorist organization and discussing plans to attack U.S. servicemembers overseas.
The suspects, Bisaam Ghafoor, 21, of Leawood, Kansas; Elias Shamsaldeen, 21, of Porterville, California; and Bereen Dzayee, 25, of Lakeside, California, were arrested on June 5, 2026, following a joint terrorism investigation spanning five FBI field offices.
The investigation revealed that the suspects had been communicating through Discord chats, voice calls, and other messaging platforms, exchanging messages in social media groups promoting violence in furtherance of ISIS.
Dzayee, one of the suspects, had enlisted in the Navy in November 2021 and served until July 2024, reaching the rank of seaman, before being allegedly radicalized and becoming involved in the terror plot.
The FBI had been monitoring the suspects since early March 2025, when an anonymous tipster flagged a social media account posting pro-ISIS content and claiming to have pledged bayat to ISIS.
The alleged conduct of each defendant was distinct, with Ghafoor stating it would be "sick" if his name could be written on a drone used in an attack on Americans, while Shamsaldeen expressed a desire to stab and injure a U.S. servicemember.
The case is part of a documented pattern of ISIS-aligned activity inside the United States, with ISIS supporters perpetrating two successful attacks on U.S. soil in 2025 alone, and an additional five disrupted plots and six arrests for providing material support to a designated foreign terrorist organization.
FBI Director Kash Patel stated that the subjects "allegedly swore allegiance to ISIS, plotted multiple attacks, and even targeted U.S. service members, but this FBI stopped them cold."
The Ghafoor-Shamsaldeen-Dzayee case raises concerns about the growing threat of domestic ISIS-inspired terrorism, and the need for continued vigilance and cooperation between law enforcement agencies to prevent such plots.
UMVA can exclusively reveal that the FBI's efforts to disrupt and prevent ISIS-inspired attacks have been critical in preventing what could have been a catastrophic event.
The Institute for Strategic Dialogue concluded that ISIS's capacity to conduct physical operations in the U.S. remains limited, with the group instead relying on its digital ecosystem to enable self-radicalization and lone-wolf attacks.
